Health Professions Scholarship Program Air Force – Deborah Swegan, an Air Force ROTC cadet and college senior, recently received a competitive scholarship to pay for medical school. The Air Force Health Professions Scholarship Program (HPSP) awards scholarships to only 25 ROTC cadets each year nationwide.
This is the second year in a row that an air force cadet has been selected for a competitive scholarship. The 2021 scholarship recipient, 2nd Lt. Skylar Boggs, is now a freshman at the Heritage College of Osteopathic Medicine.

James Dougherty, a third-year student at the Ohio State College of Urinary Medicine, recently received one of the most generous and comprehensive scholarships in the United States. Growing up, stories about my father’s military life were a regular part of our dinner table. My father worked as a control operations specialist in one of the many AF control towers and was proud of his career and commitment to the Air Force. After entering medical school and planning my future, I naturally set out to apply for an Air Force HPSP scholarship and went through the application process. After being guided step by step by a US Air Force Medical Recruiter, I submitted an application, was accepted and commissioned into the US Air Force as a 2nd Lieutenant.
The HPSP scholarship is essentially a ticket out of debt and into a wealth of opportunities. With hospitals and bases around the world, the HPSP fellowship offers the experience of traveling the world and discovering more of what lies beyond my little microcosm. The HPSP program alleviates the financial burden of medical students and basically their overall stress level by fully covering books and tuition as well as a monthly living allowance. In addition, students enrolled in this program have two residency applications – a military and a civilian route – which is a definite plus when you know the competition. If getting into medical school was competitive, let’s talk about getting into residency. As HPSP recipients, students must first apply to the Military Joint Service Undergraduate Medical Education Selection Board (JSGMESB) and then to the civilian electronic residency application service. In short, HPSP recipients have more places available, which increases their chances of obtaining residency.
In terms of potential concerns that prospective students may have, onboarding can be a big topic. However, the armed forces do not use a lottery system where they throw medics in the middle of nowhere. After graduation and residency, HPSP students are given the opportunity to rank at the Air Force bases where they wish to train. Although not 100% guaranteed, the Air Force will do its best to accommodate these preferences. Yet the doctor’s job remains the same anywhere and everywhere. Our career is care and service.
I personally feel a great passion for taking care of young children and spending time with them. I’m studying to be a pediatrician one day, I can’t find a more meaningful career than the one the US military has to offer. Long months without mum or dad are not easy for growing children, especially sick children. My journey will not be the easiest, but I am humbled and honored to give back to the many members of the military and their children who deserve the utmost medical attention.
