A search committee has selected the president of Sealaska Corporation and four education officials as finalists to become chancellors of the University of Alaska Southeast, one of the three main branches of the University of Alaska system.

On Monday, the university announced a shortlist of candidates for the job, which will open when Chancellor Karen Carey steps down at the end of June:

The UAS Chancellor serves as the university’s chief executive officer and is appointed by Pat Pitney, president of the University of Alaska.

In a brief online statement, Pitney said the finalists “are leaders selected from a diverse and highly qualified pool of candidates.”

The UAS has a main campus in Juneau and satellite campuses in Ketchikan and Sitka; With approximately 2,000 students, 170 faculty, and 170 employees, it is the smallest of a trio that includes the University of Alaska Fairbanks and the University of Alaska Anchorage.

Pitney said the five finalists will visit campuses in Juneau, Ketchikan and Sitka in late January and early February and that a final selection will be made after those visits, possibly in mid or late February.

The University of Alaska Board of Regents voted unanimously Wednesday morning for the UAF to lead the College of Education – although the regents had planned to vote first on whether to give the UAF in Fairbanks authority over its ‘ college.

“There are as many teachers using the University of Alaska Southeast’s programs as the other two universities combined and in some departments, even more,” Kiehl said.

Kiehl is the Senate liaison to the UAS campus advisory council. He said the University of Alaska is already at the forefront of innovative educational programs in the UAS and it would have been reprehensible not to have been selected.

“That college of education accounts for nine-tenths of the graduate degrees offered by the University of Alaska Southeast,” Kiehl said. “Without a leadership position in one of the primary missions of the state university system, the UAS was in serious danger.”

The Regents’ decision means that the College of Education’s administrative services will be based at UAS, but the three branches in Anchorage, Fairbanks and Southeast will continue to offer academic programs on their own campuses and on -line.

UAS Chancellor Rick Caulfield said after a board meeting in September that the decision was part of a larger cost-savings strategy called Strategic Pathways.

“We hope that in the end, we will be a lean university, that we are going to reduce costs, we know this, but at the same time that we can continue to focus on programs good academic,” Caulfield said.

For months the University of Alaska has been considering what its branches in Anchorage, Fairbanks and Southeast should be special. Caulfield said he is qualified to lead the UAS College of Education.

Kiehl said the UAS is a major economic and cultural driver for Southeast Alaska. The City and Borough of Juneau and the Juneau Community Foundation recently decided to give the school’s College of Education a $1 million dollar grant.

The next academic programs for Strategic Pathways teams to evaluate for confirmation are: social sciences, arts and humanities, physical sciences, and mine training.

Caulfield said he is “grateful” to the many Southeast residents and elected officials who have expressed their support for the UAS to take on this new leadership role. He believes that support is a big reason why President Jim Johnson ultimately proposed that the Regents give the College of Education to the USA. The cuts are supposed to save the university $25 million as it tries to meet cuts under an agreement signed by Gov. Mike Dunleavy last year.

Board President Sherry Buretta said at the end of the meeting, “The word uncertainty has become the word of the day. Change is happening, we are dealing with difficult situations.”

The majority of program cuts came from the University of Alaska Anchorage and Fairbanks, while only two programs were cut from the University of Alaska Southeast. According to UA spokeswoman Roberta Graham, most of the programs were cut by one vote, but 13 were voted on individually to consider the programs after a lengthy discussion led by management student Cachet Garrett.

The programs that were cut were selected from a large list of programs previously selected by university administrators. In addition to the cut programs, one program merger, four for cuts and two cancellations for consideration until January 2021, according to UA documents. Thirteen of the rebate programs have been canceled before, some as early as 2013, according to the documents.

Programs cut from the UAS were a Bachelor of Science degree in Geography and Environmental Resources and an Associate of Applied Science welding and non-destructive testing degree program cut from the three universities.

Some of these programs last up to four years, long enough for currently enrolled students to complete their degrees.

“Because not everyone will be happy, we’re looking at a $70 million cut over three years,” said UAS Chancellor Rick Caulfield. “This has been part of a program review process, we looked carefully at the programs and the small number of students in them.”

The Regents voted Thursday to conduct an in-depth study of whether to affiliate the university with UAF, much to the dismay of public comments for the Regents days before the meeting. The City and Borough of Juneau and the Southeastern Conference also voiced opposition to a possible merger.

“No decisions have been made regarding this, we are planning our fall and spring semester,” Caulfield said of the merger. “The board asked to investigate whether this is a wise idea.

The review is due to the Regents on Oct. 15, and Caulfield said he expects the Regents to make a decision at their November meeting.

UA said in a press release, “UA will not pay $6.5 million in planned pay increases, will cut the salaries of 166 officers through mandatory furloughs, and will cut millions in administrative costs systemwide.” $33 million in the FY 2011 budget, there are over $4 million in cuts to education programs and $29 million in administration and other areas.”
