University Of Arizona Undergraduate Tuition And Fees – Attorney General Mark Brnovich said tuition at Arizona’s public universities has risen from the lowest to the highest in the country.

What we’re seeing: In-state tuition at three Arizona public universities has gone from the cheapest to the most expensive in the nation.

Arizona Board Of Regents Increases Public University Tuition

Analysis: Attorney General Mark Brnovich said three of Arizona’s public universities — the University of Arizona, Arizona State University and Northern Arizona University — have moved from the nation’s most affordable schools to the state’s most expensive.

For years, Brnovich has targeted the Arizona Board of Regents, the governing body of Arizona’s public university system, which sets state tuition at public universities. He has an ongoing lawsuit against the board over its tuition-setting practices.

He made the latest allegation in a March 14 press release announcing that he had filed a new lawsuit. Last fall, he tried to get the Arizona Supreme Court to hear the case immediately, but it was sent to the state appeals court, where oral arguments will be held later this year.

On April 11, the ABOR approved additional raises of 2 to 3 percent for ASU, UA and NAU next year, but they are not included in this analysis because data on other states’ raises is not yet available.

The university and all other state educational institutions are open to students of both sexes, and education should be as free as possible.

ABOR violated that constitutional provision, Brnovich argued, by raising tuition more than 300% over the past 16 years.

“(The Board of Regents) has created policies and practices that ignore its constitutional and statutory mission to provide affordable public higher education,” he said in a news release.

“They continue to misrepresent its actions and attempt to avoid responsibility for its illegal tuition and fee-related actions.”

The attorney general cited semester data from the College Board’s “2018 National Trends in Higher Education” report and the National Center for Education Statistics.

Sixteen years ago, in the 2002-2003 school year, the average tuition and fees at Arizona’s public universities was $2,576, according to NCES.

Only three other states—Nevada, Oklahoma, and Utah—have lower tuition. Arizona is in the bottom 8% for tuition. This number is the average of tuition fees at ASU, UA, and NAU.

Average in-state tuition and fees in 2017-18 was $11,210, a 335 percent increase from 2003, not adjusted for inflation, according to the College Board.

Divided by university level and adjusted for inflation, tuition fee increases are still significant. From 2002-03 to 2018-19:

Arizona is currently the 14th most expensive state according to the College Board. That means it’s in the top 28 percent—nearly the top quarter in the country for tuition prices.

The data shows that between 1987 and 2003, ABOR ranked Arizona’s tuition rates among the lowest in the nation.

The government’s policy is to set tuition fees necessary to “keep tuition and fees within one-third of the lowest” of other state flagship universities.

However, from 2003–2004, ABOR abandoned this practice and allowed a 39 percent tuition increase at all three universities at the request of the university presidents. During that time, it has increased by about $1,000.

In response, four students filed suit against the government and the Arizona legislature, alleging violation of the “as nearly free as possible” clause of the constitution.

, eventually made it to the Arizona Supreme Court, but the justices declined to address whether the tuition hike violated the state constitution.

Win. The agency claims the ruling is “unsustainable” and harmful, allowing ABOR to accept skyrocketing tuition fees.

“This meritless litigation wastes time and resources at the government and universities and distracts us from the critical work we do to serve Arizona students and families,” ABOR said in a statement.

“Undoubtedly, (our) task has become more challenging in the past decade since the Great Recession, when difficult decisions were made to cut funding for public higher education,” ABOR said.

“Since 2008, between student income and state aid, per student income has dropped 25% at ASU, 39% at NAU and 29% at the U of A.”

“Arizona’s public universities have not moved from the cheapest to the most expensive in the nation,” the board noted. “Although ASU, NAU, and UA have moved from 2003 positions in 2017, none of them are in the top quartile.”

The board provided its own chart, using NCES data, which compares tuition at each of Arizona’s three universities to the largest public research university in each state or flagship university. The flagship university is usually the most prominent public university and has the largest research profile.

ABOR used this method because it is “one of the easiest and most transparent ways to create a broadly comparable list of universities in the 50 states.”

“All three of Arizona’s public universities are comprehensive, doctoral-granting research universities. In most states, the largest public university by research is a comprehensive, doctoral-granting research university.”

The chart shows that tuition at three Arizona universities in the 2003-04 academic year ranked fifth nationally when this comparison was used against other schools.

According to the government’s chart, by 2017-18, all three universities had risen, but did not reach the top quartile in tuition fees. UA, the state’s largest and most expensive research school, ranks 21st among universities in tuition.

Data from the College Board shows that these top universities are typically outliers — they tend to have higher in-state tuition than other state public universities.

For example, Colorado’s flagship university is the University of Colorado at Boulder, according to ABOR and the College Board. The school’s published in-state tuition for 2018-2019 is $12,532. But when looking at four-year public universities in Colorado, the College Board found. Average in-state tuition dropped to $11,140.

Thus, using flagship universities as a comparison may skew the data to show only higher tuition rates at the nation’s public universities.

College Board data shows that tuition at the nation’s public universities rose an average of 59 percent from 2004 to 2018, adjusted for inflation.

Analysts have identified several factors affecting university spending, including increasing student enrollment, administrative staff costs, attracting top faculty, building new campus facilities and amenities, and the loss of state funding since the Great Recession.

College students pay most of these costs and fees — especially at public universities, researchers say.

In the midst of the national student loan crisis, ABOR has worked hard to create generous financial aid, affordable pathways and pledge programs.

“Published tuition and fees statistics are not a meaningful way to understand what students actually pay for tuition and fees,” ABOR said.

“In no year does the cost of an undergraduate education—as measured by ‘sticker price’ or ‘net fee’—ever exceed the cost of educating students. Each year, residents should pay no more than the cost of the education they receive.”

The board noted that the three universities have made tuition more predictable through pledge and guarantee programs, such as ASU President Michael Crow’s promise to raise tuition for domestic students by less than 3 percent annually.

Arizona also has some of the lowest state student loan interest rates. Dismiss the Institute for College Access and Success, which ranked Arizona seventh-lowest in student debt in a 2018 report.

The average debt for students at Arizona’s public universities when they graduated in 2017 was $23,844, compared to the national average of $49,365, ABOR said.

“Arizona can be proud that our universities are firmly positioned for long-term sustainability and competitiveness,” ABOR said. “Achievement, affordability and quality at Arizona’s public universities have never been higher.”

Since 2003, the number of statistics on education in the state of Arizona has increased dramatically. It is one of the four lowest states for public college tuition and is now in the top 15 according to the College Board.

So the numbers speak for themselves – Arizona’s public universities used to be very cheap. Sixteen years later, they are the most expensive.

However, costs are not a measure of affordability. Students at Arizona’s public universities have less student debt than the national average, and all three schools have implemented pledge programs to keep student tuition stable. Arizona is also not unusual in nationwide trends in swelling costs.
