Most people go to college to get a degree and get a good job. In a competitive job market, it helps to have connections. So when a college or university claims to have relationships with well-known employers, it may convince you to attend. But beware: Such claims can be a ploy to attract new students — and your tuition dollars. In fact, the FTC says that’s exactly what one for-profit university did as part of an extensive advertising campaign.

In a proposed settlement announced today, the FTC says the for-profit University of Phoenix and its parent company, Apollo Education Group, Inc., falsely claimed that their relationships with top companies created job opportunities specifically for Phoenix students and falsely claimed that they worked with these companies to develop courses.
The FTC says the University of Phoenix used a multimedia advertising campaign to attract students, including ads specifically targeting the military and Hispanics. The companies’ “Let’s Get to Work” campaign has included several high-profile employers, including Microsoft, Twitter, Adobe and Yahoo!, giving the false impression that UOP is partnering with these companies to create job opportunities for its students.
As part of the $191 million settlement, the companies will return $50 million in cash to former students and write off $141 million in student debt owed directly to the school. The proposed executive order prohibits the companies from further deceptive business practices. In addition, it requires them to ask reporting agencies to remove debt from people’s credit reports, notify those who have received debt forgiveness, and make sure people have access to their degrees and transcripts.

Phoenix is a bird that rises from the ashes, but the University of Phoenix is a degree factory that may soon catch fire.
On Wednesday, the University of Phoenix’s parent company, Apollo Education Group, announced that the for-profit school’s business and marketing practices are now under investigation by the Federal Trade Commission (FTC). CNNMoney reports that Apollo will “fully cooperate” with the FTC’s investigation, which requires them to provide the federal agency with documents about their finances, marketing, accreditation and military recruiting practices over the past four years.
For the University of Phoenix, the largest for-profit higher education institution in the United States with an emphasis on online programs, the federal investigation is the latest in a long line of disasters that could topple the once-thriving enterprise.
With this latest investigation, the University of Phoenix is under special scrutiny for recruiting veterans. The Associated Press reports that the school’s online program has collected more than $488 million in tuition and fees from veterans, not including the hundreds of millions in GI Bill money collected by individual campuses. Over the past few years, the school has come under fire for allegedly siphoning off GI money while leaving veterans saddled with debt.

New federal rules require schools with career training programs to produce graduates who can repay their student loans to receive federal student aid. For a school that already has notoriously low graduation rates, that bar may be out of reach.
According to Department of Education data, the University of Phoenix online campus has a graduation rate of 7.3 percent and a standard rate of 19 percent — 5 percent higher than the national average. A report by the Center for Investigative Reporting (CIR) claims that 24,000 Iraq and Afghanistan war veterans were enrolled in the online program last year.
Earlier this month, that CIR report prompted Senator Richard Durbin to ask the Department of Defense to investigate allegations of the school’s recruitment on military bases.
In response to Wednesday’s news of the FTC investigation, Durbin released a statement saying, “I wish I could say that I am surprised by the news that the FTC is investigating the University of Phoenix for unfair and deceptive practices, but all of these allegations are the same so known.when it comes to the lucrative college industry.”
